Welcome to Supportive Housing & Homeless Programs

Mission: To develop and provide resources and housing services that facilitate self-sufficiency, stability and safety for Colorado's homeless and persons with special needs.

Supportive Housing and Homeless Programs (SHHP) is a statewide housing agency that operates within the Colorado Department of Human Services, Office of Behavioral Health and Housing. SHHP’s rental assistance programs are available in all 64 counties in Colorado. SHHP partners with over 60 private non-profit agencies to provide housing options for Colorado citizens with special needs. The rental assistance programs provide a subsidy for extremely-low and very low income families — the elderly, the homeless, and persons with disabilities — to rent decent, safe, and sanitary housing in the community. Most of the housing programs are tenant-based, allowing participants to live in privately owned housing (including single-family homes, townhouses, and apartments).

SHHP is a leader in developing housing resources for people with special needs. SHHP specializes in creating partnerships with community-based nonprofit service providers, state and federal (HUD) agencies to expand housing and services options for persons with special needs and those who are homeless across Colorado.

SHHP staff brokers information between funding sources and interested community partners. SHHP also maintains relationships with a wide variety of entities in order to bring the right people together to accomplish goals.

Development of housing resources includes several key elements:

  • Technical assistance
  • Grant writing
  • Gaps analysis

SHHP has been instrumental in bringing millions of dollars into Colorado each year. This has been accomplished by active involvement in continuum of care activities, technical and grant writing assistance and data collection.

In 2000-2001, SHHP sponsored a study of the gap in affordable rental housing for extremely low income populations in Colorado. SHHP has also supervised and published three homeless point-in-time studies in the Denver metropolitan area.

SHHP is on the cutting-edge of technology. An on-line, state-wide network for partner agencies allows immediate and accurate data sharing. SHHP is also working to increase its communications capabilities through teleconferencing and on-line training.
