If you recived LEAP last year and have not moved since then you will receive a LEAP application packet mailed to you no later than November 1st.

If you did not receive LEAP last year or have moved since last year please call HEAT HELP at 1-866-432-8435 on or after November 1st and ask that a LEAP application packet be mailed to you.

Or you may print a LEAP application from this web page, complete it in accordance with the

"Applicant Checklist" and "Applicant Responsibilities" located on page 6 of the basic LEAP Application. We also suggest following the application instructions located on the "Information Sheet, Applying for LEAP."

LEAP is a mail-in program and county LEAP offices do not require or encourage a personal interview even if your utilities are already disconnected or about to be disconnected. If you are in one of these emergency situations, please fax your application and supporting documents to your county LEAP office or you may drop the LEAP application off in person however a personal interview is not necessary. Please let the county staff know that you are in an emergency situation.

For all applicants please follow the "Applicant Checklist" and "Applicant Responsibilities" located on page 6 of the basic LEAP Application. We also suggest following the application instructions located on the "Information Sheet, Applying for LEAP."

County LEAP offices may take up to 50 calandar days to process a non-emergency LEAP application from the date the application is received in the county LEAP office.

Emergency applications are processed within 14 calander days from the date of receipt in the county LEAP office. An emergency would include a disconnect notice, heating fule that has already been disconnected, if you utilize propane or any other bulk fuel, an emergency would be about to run out of fuel, already out of fuel, or if you pay heat with rent an eviction notice.

Any and all LEAP Applications may be faxed to your county LEAP office along with all supporting documents required and outlined in the "Information Sheet, Applying for LEAP."
